ACOLA is seeking proposals from suitably qualified experts to support the Monitoring, Evaluation and Learning (MEL) function for the Disability Responsiveness Program (DRP).
This is a unique opportunity to contribute to a national initiative strengthening inclusive, rights-based professional practice across Australia’s health, education and justice systems.

The Disability Responsiveness Program (2025–2028) is funded by the Department of Health, Disability and Ageing through the Inclusion and Accessibility Fund.
The program aims to reduce harm and improve outcomes for people with disability by embedding disability responsiveness into professional training and organisational systems, including the development of sector-specific toolkits and a national roadmap.
ACOLA is establishing a Monitoring, Evaluation and Learning (MEL) function with an embedded GEDSI (Gender Equality, Disability and Social Inclusion) lens.
The appointed Advisor(s) will:
- Design and embed an integrated MEL framework across the program lifecycle
- Ensure GEDSI principles are meaningfully integrated across governance, design, delivery and learning
- Provide strategic, embedded advisory support through to May 2028
- Support evidence-based decision making, adaptive management and continuous improvement
- Build capability across ACOLA and program partners
The MEL function will operate across all program phases, generating actionable insights and ensuring outcomes are inclusive, measurable and scalable.
The MEL Advisor(s) will deliver a comprehensive, integrated system including:
- MEL framework and implementation plan
- GEDSI-sensitive indicators and data strategy
- Baseline analysis and ongoing evaluation
- Learning and adaptation processes
- Accessible reporting and dashboards (including Easy Read formats)
- Capacity building for program teams and stakeholders
The role requires a fit-for-purpose, mixed-methods approach with strong emphasis on intersectional analysis, accessibility, and continuous learning.
We are seeking teams with:
- Proven experience designing MEL systems for complex, multi-sector programs
- Strong expertise in embedding GEDSI within evaluation frameworks
- Experience in inclusive, trauma-informed and culturally safe approaches
- Capability in accessible design (including WCAG 2.2 AA and Easy Read outputs)
- Strong facilitation, stakeholder engagement and reporting skills
