The Australian Council of Learned Academies (ACOLA), through the Department of Health, Disability and Ageing Inclusion and Accessibility Fund, is delivering the Disability Responsiveness Program (DRP), a national initiative to reduce harm and strengthen inclusion through rights-based professional practice.

The DRP builds on ACOLA’s 2021 report Ensuring Occupations are Responsive to People with Disability and will inform sector-specific training toolkits across health, justice, and education, alongside a 3–5-year roadmap to embed disability responsiveness across professional training and organisational systems.

ACOLA invites proposals from suitably qualified Learning and Capability Service Provider(s) to support the design, development, refinement and implementation of sector-specific Disability Responsiveness Toolkits.

Commissioned Learning and Capability Design Provider(s) will:
•    Translate evidence and co-design insights into practical, usable learning artefacts
•    Support inclusive, accessible and scalable toolkit design
•    Contribute across ACOLA’s DRP Program with inputs into testing, refinement, implementation and scaling of toolkits

ACOLA encourages proposals from Providers with experience in the disability sector and one or more of the DRP's three priority sectors - health, education and justice. Respondents should highlight their sector-specific expertise, including experience co-designing learning, capability-building, professional development, change initiatives, or practice resources for these workforces.

Submissions close 19 August 2026.
